Sexual solicitation of minors

According to a statement from the Kentucky State Police, Dr. Matthew 51, of Owensboro, was charged on Thursday with obtaining or encouraging the use of a juvenile and tampering with physical evidence. He was taken into custody and held in the Daviess County Detention Facility through Friday on a $35,000 cash bond. An attorney is not listed in online jail records.

According to authorities, detectives started looking into claims that the superintendent of Owensboro Public Schools was having a relationship with a student in May. As a result, search warrants were obtained to look into Constant’s electronic devices’ contents. According to news sources, the investigation prompted the Owensboro Public Schools Board of Education to suspend Constant from his post; he subsequently resigned.

The case, according to the police, is still in its early stages.

The sexual solicitation began

Constant was first suspected of dating an 18-year-old student from a different school district.

Trooper Corey King at the time stated that although KSP first informed the school board that it had not discovered any proof of criminal wrongdoing, they were still creating a timeline and expecting additional material, “in the form (of) subpoenas,” at the time.

The district stated in May that while not of a criminal character, Dr. Matthew did have a relationship with an adult-aged student enrolled in another school system. The Kentucky State Police informed the board of this over the course of the investigation. Constant was suspended by the board for breaking the board’s rules and the professional code of ethics.
