He operated as a distributor for the Arellano-Felix Organization, directly supervised by Arturo Villareal Heredia, aka El Nalgon, and ultimately working under Javier Francisco Arellano-Felix, aka El Tigrillo. As a powerful lieutenant in the cartel, Sillas-Rocha controlled drug trafficking charge operations, orchestrated armed conflicts with rival cartels, kidnappings, and multiple murders.
