Indiana trooper accused with felony counts of theft and obstruction

South Bend, Indiana — On Monday night, Indiana State Police revealed the arrest of one of its troopers, but released few specifics about the circumstances surrounding the criminal charges.

According to online court records, Andrew G. Kocsis, 39, was charged on Monday with a low-level felony count of theft with a property value of $750 to $50,000, a low-level felony count of obstruction of justice for altering, damaging, or removing any record or document, and a misdemeanor count of fraud. The initial hearing for Kocsis was scheduled for July 8 at 1 p.m. in South Bend’s St. Joseph Superior Court 2.

The probable cause document was not included in the online court documents available Monday night.

State police released a news statement Monday night that did not specify if Kocsis was processed in a jail. On Monday night, he was not listed as an inmate in St. Joseph County.

The announcement also did not specify what Kocsis is accused of doing that led to the allegations.

According to the statement, James D. Luttrell, a former Grant County prosecutor who now lives in Marion, served as a special prosecutor in the case. State police launched an inquiry against Kocsis in mid-October after receiving claims of theft from an unnamed source.

According to records released online by Indiana State University, Kocsis was a state police recruiter with the department’s human resources section as recently as January 2024.

According to the release made on Monday, he has been a trooper since 2008 and was recently posted to the state police’s general headquarters in Indianapolis. According to the release, he will be placed on administrative leave without pay until the judicial proceedings and internal investigation are complete.

Donald J. Schmid, Kocsis’ attorney, is a former federal prosecutor who has offices in South Bend. News 8 contacted Schmid’s office via email for a comment to the criminal allegations.
